Louisiana State Bond Commission Approves Over $74 Million for Projects and $4 Million in Savings Statewide

BATON ROUGE, LA – The State Bond Commission approved over $4 million in savings by refinancing existing public debt and over $74 million for projects statewide at its December 20th meeting, according to State Treasurer John Kennedy.
“The Bond Commission gave approval for bonds to fund three projects in Calcasieu Parish, including a new visitor center, upgrades to the waterworks system and improvements to the Gulf Intracoastal Waterway,” said Treasurer Kennedy. “In addition, approvals were given for various infrastructure projects across the state, with the two largest being a sewer project in Lafourche Parish, and a waterworks project in St. Landry Parish.”
Among the individual projects the Bond Commission approved are:
• Acadia Parish, Village of Estherwood, $990,000 in Utilities Revenue Bonds: For improvements and replacements to the water system.
• Calcasieu Parish, Louisiana Community Development Authority, Southwest Louisiana Convention and Visitors Bureau Project, $2.5 million in Revenue Bonds: To acquire property in the Sulphur area and construct and furnish a welcome center; To renovate an existing office building in Lake Charles.
• Calcasieu Parish, Waterworks District No. 12, Ward 3, $2 million in Water Revenue Bonds: To improve and extend the waterworks system and treatment facilities.
• Calcasieu Parish, West Calcasieu Port, $3.5 million in Revenue Bond: For improvements to the waterfront property along the Gulf Intracoastal Waterway, including the acquisition of additional adjacent land, improvements to bulkhead areas, and installation of an automated barge ramp.
• Claiborne Parish, Town of Homer, Homer Memorial Hospital, $500,000 in Hospital Revenue Bonds: To purchase electronic medical records equipment and software.
• Iberville Parish, City of Plaquemine, $2 million in Bond Anticipation Notes: Interim financing for extensions and improvements to the combined waterworks, sewerage, natural gas and electric system.
• Iberville Parish, Louisiana Housing Corporation, Windsor Court Project, $8.5 million in Multifamily Housing Revenue Bonds: To build a 120 unit multifamily apartment facility in St. Gabriel.
• Lafourche Parish, Town of Lockport, $4 million in Sales Tax Bonds: To improve and operate sewers and sewerage collection and disposal works and facilities.
• Natchitoches Parish, Council on Aging, $425,000 loan: To acquire property at 1016 Keyser Ave.
• Orleans Parish, Orleans Parish School Board, $24 million loan by the Orleans Schools Facilities Foundation to construct the Phillis Wheatly School.
• Sabine Parish, Waterworks District No.1, $3.3 million in Revenue Bonds: For improvements and extensions to the waterworks system.
• St. Landry Parish, St. Landry Parish School Board, $300,000 Certificates of Indebtedness: For improvements to the accounting system.
• St. Landry Parish, Town of Leonville, $4,925,000 in Water Revenue Bonds: For improvements and extensions to the Waterworks System.
• St. Tammany Parish, St. Tammany Parish Law Enforcement District, $16 million in Limited Tax Revenue Bonds: To acquire a radio system.
• St. Tammany Parish, Fire Protection District No.4, $600,000 in Limited Tax Certificates: To acquire vehicles and equipment.
• Vermilion Parish, Town of Erath, $220,000 in Certificates of Indebtedness: To renovate the police station.
• Vernon Parish, Town of Rosepine, $550,000 in Revenue Bonds: For additions and improvements to the waterworks and sewer system.
The Commission also approved over $4 million in savings for local governments by refinancing existing debts. Among the refinancings approved were:
• Calcasieu Parish, Waterworks District No.8, Wards 3 and 8, $319,000 in savings.
• Cameron Parish, Waterworks District No. 7, $78,000 in savings.
• DeSoto Parish, City of Mansfield, $26,000 in savings.
• Jefferson Davis Parish, Jefferson Davis Parish School Board, Sales Tax District No. 1, $440,000 in savings.
• Lafayette Parish, Waterworks District North, $1 million in savings.
• Orleans Parish, Port of New Orleans, State/CG Railway, Inc. Project, $2 million in savings.
• Vernon Parish, City of Leesville, $70,000 in savings.
• Vernon Parish, Town of Rosepine, $77,000 in savings.
The Louisiana State Bond Commission meets monthly to review and approve applications from parishes, municipalities, special taxing districts, and other political subdivisions of the State requesting authority to incur debt.
